  Coal to Natural Gas
   
 

Coal reserves in China are much bigger than oil and gas reserves. There is great difference between the demand and resource of oil and natural gas in China, and short supply will exist for long term. One way to mitigate the contradiction between supply and demand of natural gas in China is to change energy consumption pattern, and develop SNG industry by using the rich coal resources. In the meantime, coal is the main fossil energy that can be supplied stably in long run in China. Considering energy security strategy, to develop clean coal utilization technology and alternative energy suitable for China national conditions has become one important topic for assurance of sustainable development of national economy.

Large capacity coal to SNG projects in China started from 2009. Gradually, several Owners began early stage work for SNG projects. These projects are mainly located in Xinjiang and Inner Mongolia. By using the local rich coal resource to produce SNG, each project will then deliver the SNG through long distance pipes to inland areas.

Currently, SNG industry in China is still in the demonstration stage of large scale. The size of SNG project is huge and the investment is high, and the concerned technology and management requirements are high. In recent years, China has gradually enhanced standardization of review and approval of SNG industry as well as upgrading demonstration. In July 2014, the National Energy Administration issued "Notice on Standardization of Scientific and Orderly Development of Coal to Oil and SNG Industry". It requires that the principle of "stick to water saving, stick to clean and high efficiency of conversion, stick to demonstration in advance, stick to scientific and reasonable arrangement, and stick to self innovation" shall be followed. The demonstration projects to be submitted to higher authorities shall match relevant industry policy, and energy conversion efficiency, energy consumption, water consumption, CO2 emission and pollutants discharge shall meet the permitted indices.

For the moment, 4 SNG projects - Datang Keqi, Datang Fuxin, Inner Mongolia Huineng and Xinjiang Qinghua have been approved by the country, and total capacity will reach 15.1 billion m3/a. However, the projects are executed in phases, so the current operation capacity is only about 3 billion m3/a. Besides, more than 10 projects has obtained approval documents from the country for execution of early stage work, and the total SNG capacity will be 60 billion m3/a. Because the approval from the country is required, the progress of the projects is relatively slow. Most of the projects are in early preparation stage, only a few projects are in general design and basic engineering design stage.

In the future, along with perfection of national industrial policy, under the basis of good overall plan, scientific and orderly development will be achieved to China SNG industry taking account of coal resource, water resource, environment capacity, transportation, etc.

Position of ECEC in the industry

SNG is new coal chemical industry in China and the development time is relatively short. However, its main process technologies are basically the same with the traditional coal chemical (coal to synthetic ammonia, coal to methanol), such as coal gasification technology, syngas purification technology, large capacity air separation technology, etc. ECEC has rich experience and references in these fields.

ECEC knows well several coal gasification technologies. ECEC has completed the design of projects for fixed bed, fluidized bed (Ender gasifier, U-GAS), entrained flow bed (coal-slurry gasifier): GE, multi-slurry, four nozzle, Qinghua gasifier; pulverized coal gasification such as Siemens GSP technology. Now, ECEC is making cooperative development for new type gasification technology (PWR, USA GPE blue gas technology).

ECEC has rich experience in the field of syngas purification engineering. It has completed more than 30 design projects and EPC projects successively. ECEC has its own shift technology. In the meantime, it has cooperated with cryogenic methanol wash licensors both at home and abroad. The capacity of single line purification unit undertaken by ECEC reaches 560,000m3 effective gas (CO+H2). It is the maximum capacity in China for single line.

ECEC has rich experience in design and EPC operation of air separation units. ECEC has completed more than 30 air separation units with capacity above 40,000 Nm3/h O2. And the maximum capacity is 115,000 Nm3/h O2.

ECEC keeps its leading position in wastewater treatment in coal chemical. ECEC has been main editor or participate in editing several national standards related to water treatment. ECEC publishes country-level periodical "Industrial water utilization and waste water". ECEC gains the first place in the technology for treatment of wastewater produced from fixed bed gasification. For most coal to SNG projects under construction in China, domestic pulverized coal pressurization fixed bed technology is used. Because the wastewater produced from this technology contains phenol and ammonia difficult for treatment, it easily pollutes the environment. ECEC has undertaken design and EPC operation of several waste water treatment plants containing similar components. ECEC undertook EPC operation of Wastewater treatment plant of Phase I of China Coal Tuke 2000kt/a Synthetic Ammonia / 3500kt/a Urea project. BGL gasification technology was selected for this project. In 2013, commissioning of waste water plant was successfully carried out. At present, operation of wastewater treatment recycle-water, evaporation and crystallization units is in good condition.

By using its rich engineering design experience in coal chemical, ECEC stepped in SNG industry since 2009. It assisted and provided project early stage consultation to several domestic owners. ECEC has successively prepared feasibility study reports or pre-feasibility study reports for a dozen SNG plants, such as CPI Yinan 6 billion Nm3/a SNG project, 6 billion Nm3/a SNG project of Huadian Xinjiang Electricity Generation Co., Ltd., Xinjiang Changji 4 billion Nm3/a SNG project of Zhejiang Provincial Energy Group Co., Ltd., Xinjiang Yini Kazak 6 billion Nm3/a SNG project of Zhejiang Provincial Energy Group Co., Ltd., CPI Huocheng 6 billion Nm3/a SNG project, SNG project of Wanxiang Holding Group.

Because investment of SNG project is high, approval procedure of the country is very strict. Most of the projects are in early stage. The projects under commissioning or under construction are very few. ECEC is undertaking engineering design and EPC operation of 4 SNG projects under the stage of design and construction.

Phase one CPI Yinan 6 billion Nm3/a SNG Project. In this project, coal is used as the feed stock to produce SNG, with utilization of steam pipe type predrying technology, Siemens pulverized coal gasification technology, sulfur-resistant conversion, Lurgi's Rectisol technology and Topsoe's high temperature methanation technology. The project consists of main unit, associated thermal power plant, air separation, Utilities & auxiliaries. ECEC undertakes engineering design for general design and design of gasification, air separation, utilities & auxiliaries. Currently, ECEC has completed the general design work.

Prospective map of CPI Yinan 6 billion Nm3/a SNG Project

Xinwen Xintian 2 billion Nm3/a SNG project. In this project, coal is used as the feed stock to produce SNG, with utilization of domestic broken coal pressurization gasification technology, sulfur-resistant conversion, Linde's cryogenic methanol wash technology and Davy's high temperature methanation technology. The project consists of main unit, associated thermal power plant, air separation, Utilities & auxiliaries. ECEC undertakes EPC operation of 3 sets 53,000 Nm3/h O2 air separation units and waste water treatment plant. Capacity of wastewater treatment unit: wastewater to be handled is 1200 m3/h, recycle-water to be handled is 2400 m3/h, and concentrated brine to be handled is 300 m3/h. The Project is under construction, and mechanical completion is estimated to be June 2015.

Suxin Energy Hefeng 4 billion Nm3/a SNG project. For this project, domestic broken coal pressurization gasification technology is used for 3 billion Nm3/a SNG production, and HTL dry pulverized coal quench gasification technology is selected for production of 1 billion Nm3/a SNG. ECEC undertakes basic engineering design of air separation, coal preparation, thermal plant and utilities, etc. For air separation unit, 5 sets of 82,000 Nm3 oxygen gas configuration is used. For the moment, first edition of basic engineering design has been completed. 4. Phase 1 (2 billion Nm3/a SNG) of CPI Huocheng 6 billion Nm3/a SNG Project. Source of technology

ECEC has accumulated several decades' engineering experience in the field of coal chemical. To maintain its leading advantage in SNG industry, ECEC has good cooperation with world famous licensers for main SNG technologies (coal gasification, purification, methanation, etc.), such as USA GE, Germany Siemens, Germany Lurgi, Germany Linde AG, TOPSOE of Denmark, Davy of the Unitied Kindom, etc. By using its rich engineering experience in coal gasification technology, ECEC closely cooperates with Germany Siemens AG in GSP dry pulverized coal quenching gasification technology. The both parties has cooperated for several coal gasification projects at home and abroad, providing packaging engineering services from licensed technology, engineering design to EPC.

Sample projects

CPI Huocheng 6 billion Nm3/a SNG Project:

Invested by CPI Xinjiang Energy Co., Ltd., this project has full utilization of coal resource in Yili coal field, plenty water resource of Yili River, so as to build large size coal to SNG plant. It is planned that the SNG will be transferred to No. 3 line of West-East natural gas transmission via Yining-Huoerguo SNG branch line. The project is planned to be executed in two phases.

ECEC is responsible for preparation of project feasibility study report, cooperating with Owner for site selection, as well as technical services for application of travel permit and project approval. The feasibility study report has been award first prize of Anhui provincial outstanding engineering consultation award. The "travel permit" for project early stage work from the country has been obtained.

Engineering design of Phase 1 Project (2 billion Nm3/a SNG) project was started from 2013. In this project, coal is used as the feed stock to produce SNG, with utilization of dry pulverized coal gasification technology, sulfur-resistant conversion, cryogenic methanol wash technology and high temperature methanation technology. The project consists of coal storage and transport unit, gasification unit, purification unit, methanation unit, air separation unit, utilities and auxiliary facilities such as associated thermal power plant, water purification station, circulating water station, flare, etc. ECEC undertakes engineering design for general design and design of gasification unit, air separation unit, utilities & auxiliaries. At present, the project is in general design stage.

Main technical features of the project are as follows:
 
















 

State-of-art technologies such as Siemens GSP dry pulverized coal gasification technology, Lurgi cryogenic methanol wash, Topsoe high temperature methanation have been used for this project. The technologies are mature and reliable.
In this project, 8 sets 2000 t/d gasifiers and 4 sets of 85,000 Nm3/h air separation units are configured. Double-train arrangement is provided for purification unit and methanation unit, so the plant has the feature of large capacity.
The project uses pulverized coal gasification technology, as compared with fixed bed gasification, it is easier for treatment of gasification wastewater. Design of wastewater treatment and reuse system is safe and reliable. Evaporation crystallization technology is used. Temporary storage tank is provided outside the plant area for emergency handling of wastewater. The project has significant environmental advantage.
The project has demonstration task for localization of manufactures. For the first time, domestic manufacturers for GSP gasifiers and feeders are selected. The localization rate is relatively high, so as to reduce the investment.
For the associated power plant, 2 sets of 350MW supercritical units with lower consumption of standard coal and high energy efficiency are used. The project undertakes the demonstration task for national thermal power cogeneration integration.
